I understand destiny to be the shape of one's soul pattern, essentially astrological, setting the parameters of what that soul needs to complete.
Of course, there is free will in HOW one chooses to complete one's destiny - that is an unknown. The imprint of the jing with the soul patterns is basically an open request: Hunt for this kind of experience, and digest it for the Whole.
Fate I take as a more general term, describing the overall patterns/cycles governing a time period/culture, to which all personal destinies must adjust as part of the playing field. These larger forces are very difficult to change. Advanced adepts may be able to change how they interact with the laarger forces of Fate, but that is not quite the same as changing them.
